Critical Update: Microsoft Customer Agreement Attestation Blocking Now Effective

As of February 2, 2026, new blocking requirements for Microsoft Customer Agreement (MCA) attestation are now live in Partner Center. All new customer orders are blocked unless the customer directly accepts the MCA or the partner attests on the customer's behalf using the enhanced MCA attestation API.

What Changed

Microsoft has retired three legacy MCA attestation methods:

- Legacy MCA attestation API
- UX-based attestation experience in Partner Center
- Bulk attestation tool

Effective immediately, partners must use one of two methods to enable new customer orders.

#### Method 1: Customer Direct Acceptance

Customers can directly accept the MCA through the Microsoft 365 admin center.

#### Method 2: Partner Attestation

Partners can attest on the customer's behalf using the enhanced MCA attestation API.
