Microsoft’s Windows 11 design cleanup is moving beyond the obvious parts of the operating system. According to comments from Microsoft design lead March Rogers, more old dialogs are on the company’s modernization list, including small corners of Settings that still look like they belong to earlier Windows generations.

For everyday users, this is mostly about consistency: fewer abrupt jumps from the modern Windows 11 interface into square-edged, older-looking windows. For IT teams and power users, the more important point is how Microsoft is approaching the work. The company appears to be treating legacy dialogs as operational debt, modernizing them gradually rather than replacing everything at once and risking broken workflows.

What Microsoft is changing

The latest example highlighted by Windows Latest is the Voice packages dialog in Settings > Time & language > Speech. When users add voices, Windows still opens a separate legacy-style window with a search field, checkboxes, and a package list. It is functional, but it does not match the visual language Windows 11 has been pushing since launch.

Rogers indicated that this dialog is on Microsoft’s list for modernization. She also responded to user complaints about other Windows 8.1-era experiences, including parts of the “Reset this PC” flow. That matters because reset and recovery dialogs are not cosmetic extras. They are used during troubleshooting, device handoff, and support scenarios where clarity and trust are important.

Microsoft has previously said it is working through older dialogs and rewriting them in WinUI 3, its modern native interface framework. That does not mean every legacy window will disappear immediately. Instead, Windows 11 is likely to keep receiving incremental updates where specific components are rebuilt, refreshed, or given dark mode support.

Why Windows still has old dialogs

Windows is not a single app that can be redesigned in one sprint. It is a long-lived platform with decades of compatibility requirements, management tools, shell components, recovery flows, and enterprise assumptions built into it. Some old dialogs survive because they still work, some because they are tied to sensitive system functions, and some because replacing them could affect automation, accessibility, localization, or support documentation.

That is why Microsoft’s cautious approach makes sense. A dialog that looks outdated may still be connected to code paths used by businesses, administrators, deployment tools, and help desks. If Microsoft swaps it too aggressively, the change could create bugs in places most home users never see.

The Run dialog is a useful example of this middle path. Microsoft has tested a modern Run experience built with C# and WinUI 3, including dark mode, an updated history list, and support for opening the user’s home directory with the tilde character. Reports also suggest Microsoft measured the new version as slightly faster to show than the legacy Run dialog. Even so, the modern Run dialog is expected to remain optional at first, which is a sensible way to reduce disruption.

What IT admins should watch

For managed environments, these interface changes should be monitored like any other Windows UX change. A redesigned dialog can alter screenshots, training material, help desk scripts, and user guidance. It can also affect accessibility reviews or internal documentation for recovery procedures.

Admins should pay particular attention to changes in areas such as Reset this PC, Settings, Control Panel replacements, language and speech features, account management, and device configuration. Even when the underlying function remains the same, a new layout can generate support tickets if users are following older instructions.

The best response is not to block updates purely because a dialog looks different. Instead, preview Windows Insider or release preview builds where practical, update internal knowledge base articles after significant UI changes, and make sure service desk teams know which dialogs have moved or changed.

What enthusiasts should expect

Windows enthusiasts should expect more unevenness before the experience becomes smoother. Some old dialogs will be rebuilt, some will only gain dark mode, and others may linger for years because they are low priority or high risk. That can be frustrating, but it is also normal for a platform as large as Windows.

The encouraging part is that Microsoft is publicly acknowledging specific legacy surfaces and confirming that they are on the roadmap. Small dialogs like Voice packages may not be exciting on their own, but they show the direction: Windows 11 is still being aligned around a newer design stack, one component at a time.
