In a recent announcement, Microsoft has expanded licensing for Service Provider License Agreement (SPLA) partners with Remote Desktop Services (RDS) Subscriber Access Licenses (SALs). Starting from March 1, 2024, SPLA partners with eligible per-user RDS SALs will be able to access Windows Server on Microsoft Azure Virtual Desktop without any additional licensing costs. The only costs incurred will be for the Azure resources used to run and maintain the Azure Desktop deployment.
This change is part of the latest Services Provider Use Rights (SPUR) modifications. It's a significant step forward for SPLA partners, enabling them to deliver remote Windows Server desktops and applications to their customers with flexible payment options.

For internal business purposes, SPLA partners can acquire select Windows 10 or 11 Enterprise and Microsoft 365 per user licenses to access Azure Virtual Desktop. Additionally, Windows 11 desktops and apps can be delivered to users outside your organization with Azure Virtual Desktop for Remote App Streaming.
It's important to note that the RDS SAL only satisfies the user access right requirement for Azure Virtual Desktop. To manage and save on Windows Server licensing costs on Azure over the standard pay-as-you-go rate, partners can take advantage of the Azure Hybrid Benefit.
This expanded licensing is a significant development for SPLA partners, providing them with more flexibility and control over their virtualization environments. It's part of Microsoft's ongoing commitment to providing partners with the tools and resources they need to succeed.
