Microsoft Updates Services Provider License Agreement SPLA Program to Enhance Compliance and Simplify Reporting

In line with our commitment to keep you updated on the latest developments in the tech industry, we bring you the recent changes Microsoft has made to its Services Provider License Agreement (SPLA) program. As part of their continuous efforts to evolve and enhance the program, Microsoft rolled out a new SPLA template on January 12, 2024, following an announcement made in November 2023.

The changes primarily aim to address the increasing number of trade law and other regulatory requirements. They also come in response to requests from SPLA resellers and their customers for Microsoft to clarify its rights and obligations under the SPLA.

Key changes in the new SPLA include the requirement for affiliate identification. Now, SPLA customers must identify the affiliates for which they request participation rights. Microsoft's approval of these affiliates is required before they can participate.

The new SPLA also simplifies reporting and focuses on compliance. SPLA customers, through their resellers, only need to provide the total number of licenses used for each product during the preceding calendar month. The need to create end customer enrollments or report usage separately has been eliminated.

Moreover, the new SPLA emphasizes trade and anti-corruption compliance. SPLA customers may be asked to provide end user reports, via their resellers. These reports are treated as customer confidential information and are used solely for compliance verification purposes.

The new SPLA template was rolled out on January 12, 2024. Existing agreements will remain effective until their expiration date. SPLA customers who choose to renew will do so under the new SPLA template. Contract packages submitted on or after January 13, 2024, will only be accepted on the new SPLA template.

We encourage all SPLA resellers to share this information with the appropriate contacts in their organizations, especially those responsible for managing SPLA customers. It's also crucial to ensure your SPLA customers are aware of these changes ahead of their next renewal date.

SPLA resellers with customers in specific countries/regions, including Armenia, Azerbaijan, Bangladesh, Belarus, Bhutan, Brazil, China, Hungary, India, Iraq, Kazakhstan, Kyrgyzstan, Maldives, Moldova, Myanmar, Nepal, Pakistan, Poland, South Africa, Sri Lanka, Tajikistan, Thailand, Türkiye, Uzbekistan, Venezuela, Saudi Arabia, Ukraine, and United Arab Emirates, will receive an email communication with further details of changes specific to those geographies.
